To fully implement the "Internet Religious Information Service Management Measures," the Jiangxi Provincial Ethnic and Religious Affairs Bureau issued the "Implementation Measures for the Administration of Internet Religious Information Services in Jiangxi Province (Trial)" (hereinafter referred to as the "Implementation Measures"), which have come into force as of December 29, 2023.

According to the Jiangxi Provincial Ethnic and Religious Affairs Bureau, the "Implementation Measures" consist of 5 chapters and 32 articles, which mainly detail and standardize three aspects compared with the "Administrative Measures for Internet Religious Information Services."

The initial aspect is to clarify the service licensing process. This includes specifying the channels for applicants to apply for the "License for Internet Religious Information Service" (hereinafter referred to as the "License"); requirements for the information reviewers; and a detailed refinement process for approving, modifying, canceling, and reissuing the License.

The second aspect is to enhance service standards. It proposes specific source criteria for publishing or reposting Internet information of legal persons or unincorporated organizations with the "License." Additionally, it introduces guidelines for the utilization, management, education, and training of information review personnel. Furthermore, it emphasizes the ban on any prohibited online acts by organizations or individuals posing as religious groups.

The third aspect aims to strengthen supervision and management. It clarified the responsibilities of religious affairs departments at all levels and religious groups in the supervision and management of Internet religious information services. It also standardized the interview procedures for subjects engaged in Internet religious information services. It also clearly required that the management of Internet religious information services be included in the regulatory systems of religious affairs departments at all levels.
