The said project is targeted exclusively at the extreme poor that have no money to spend on the middle class or rich. Clinton is also calling for a change in the refund ability threshold of the child tax credit.
Hillary Clinton has policy ideas such as to create jobs that pay above poverty wages to make people not poor. In short this also means increasing the minimum wage and making equal pay for women a reality.
She also emphasized in expanding low income housing tax credits in high cost areas to increase affordable housing supply, and fuel broader community development. This may sounds like a technical change, but it has tremendous ramifications. Currently, the poorest American families couldn't claim the credit, because they cannot make less than $3000 a year are excluded while households making under $9,666.67 can't get the full credit.
